1.茵缌特科技实践非现场经济的方案简介
未来的经济一定是线上线下结合的“非现场经济”和“局部无人化经济”趋势，这是智慧劳动的“成本极低”和“速率极高”这两个要素决定的，谁也阻挡不了的。而这些基本上都将反应在智能终端的应用开发上（包括物联网终应用也要反应在智能移动终端上）。作为企业或个人越早涉入这个行业，开展相关的技术储备和新产品方案储备，将引领这个行业并可持续获利。
茵缌特科技已经开始着手实践非现场经济，茵缌特科技立足于“非现场经济的安全不仅仅是必需的措施，更是应用的前提，其本身也是一种有偿的应用服务”这一原理。
由于智慧经济发展的趋势国民经济越来越依赖于ICT技术和无线电技术，也就是说随着非常现象经济的渗透（如超级网银推动的非现场交易加剧），在某个时段，当国家实施无线电管制的行为，这将越来越大地影响国民生活和国民经济，甚至可能造成大规模全方位地影响到国民的日常生活和国民经济的整体滑坡。
如：2009年“7.5新疆动乱”时期国家有关部门临时关闭了当地的互联网，该区域范围内新兴的非现场办公和非现场交易基本瘫痪。
好在时间短、区域小，加之非现场经济还只是起步阶段，还未形成和发展到当地经济的主导地位。
不久前国家颁布中华人民共和国国务院令、中华人民共和国中央军事委员会第579号命令，公布了《中华人民共和国无线电管制规定》，自2010年11月1日起施行。
依据该行政法规，必要时国家可实施无线电管制。
在特定条件下，这种国家的管制行为将是无法避免的。
问题的关键是临时性的管制范围的确定，这里既有地域性的范围，更有网络适用群体和网络使用性质的范围。
在分不清网络适用群体和网络使用性质界限或技术上无法隔离网络体系的情况下，当国家需要作出管制决定时，有关部门也只能一刀切地对所有无线电设施实行关闭或其他管制行为。
所以，在当代信息经济快速发展的今天，我们非常有必要对特定的网络适用群体和特定使用性质的网络系统实施分割。
茵缌特科技从终端到通道，通道到平台的整体性安全问题作全面考虑，从作为基础载体和窗口的终端开始，结合网络安全、应用环境安全、终端安全一起来综合设计方案。该方案将在跨区域的金融业、准金融业、非现场交易（如新型的数字外贸）或涉密需求高的行业应用需求中体现出来。
我们可以拿一个简单的框架图示来说明这一思维的路径。
这个框架结构图给出的是在确保应用丰富性和便捷性前提下的安全措施设想。主要采用金融标准的身份识别和从自带UKEY双系统隔离的金融版终端（智能手机和智能平板电脑MID）到安全专用网络的联动来实现安全的隔离，属于运用物理和软件同步的方式，对专网与公网实行有效的隔离来阻断“吊鱼网站”。该方案设计阐述了“移动金融”路径的要点：“移动Ukey”加“VPN通道”加“专网”加“金融密钥”。
茵缌特科技实践的是结合通信运营商力量的是“安全前移”概念，是在这样公众安全环境的基础上，再行展开各领域的系列应用服务图由中国电信浙。
它是非现场经济在现有技术条件（包括现阶段必须依赖的国外核心技术）下自我保障体系的补充，是运用“东方软智慧与西方硬技术”原理的自主创新。通过“东方软智慧与西方硬技术”的起步，逐步推进金融版智能移动终端（移动平板电脑和智能移动手机）的国产化，实现国产智能移动终端的移动交易、移动支付、移动工作平台的一体化功能。
其经济特征是通信运营商运用移动终端开号的实名制承担起了专网的安全责任，它是一个极具公信力的基础安全责任者，也是安全经济的实践者。
以公网与私网隔离的研究为例，最大贡献是将原本的纯安全责任，转化为有价值的安全服务，是一个有价行为，成为一个市场经济行为，符合经济学的“公允价值理论”。
茵缌特科技秉承“安全前移”和“线上线下结合”的总设计思路，努力实践金融终端以及应用体系的国产化之路。
当美国苹果公司已经在智能终端的应用程序每年获利数十亿、上百亿美元的今天，我们的通信运行却还在为争夺国外终端的青睐而内斗，还停留在基础通信费的商战之中。
运营商的短期利益驱动代替了应用服务驱动，一味降低资费仅是被动之举，最终将失去用户的信任和社会的公信力，该是重视和扶持国产智能终端和国产应用程序开发的时候了。
茵缌特科技期盼能得到社会各界的认同、扶持和一起参与到实践中国式“智能移动终端支撑下的非现场经济”。
茵缌特科技实践非现场经济的主要路径是：运用安全前移理念，在实践非现场安全经济的基础上，开展自主化的智能移动终端及其综合应用平台、智能移动交易、智能移动支付的应用和服务。
该实践分三阶段来实施：第一阶段金融制版移动智能终端应用开发；第二阶段智能终端自主品牌的产品化；第三阶段智能终端应用芯片的研发和生产。茵缌特科技将结合社会各界力量，选择适当时机参与智能移动终端的应用芯片和操作系统的国产化的实践。

Abstract：The modern information economy has undergone the initial stage of market development and progressed to an intelligent style of living where off-site activities are slowly replacing of on-site activities.Our Digital Library system is founded upon this kind of overall environment and has the following final goals：the application should have social or economic value；the objective of an application is to produce benefits.As the mos t active off-site activity in the economic system，it is the combination of utility and service，both of which are access built upon a foundation of security.That is to say，application is tightly bound to security.The Digital Library database and Application service platform are two mutually independent but closely related aspects.Identity distinction and verification need to be completely simultaneous on two different platforms to prevent key members misuse.To ensure a high quality secure environment，the public network and private network are to be separated and a professional vendor（i.e.China Telecom，China Mobile）will be responsible for the firewall settings between the two networks，and VPDN channels are used now.Also，the security of the Digital Library application touches upon matter such as the security of the information economy and the economic development of the Digital Library.
The path of development of applications security plans in an information economy often reflects that country's or indus try's development path of information economy and further acts as a mark of the degree of development of that country's or indus try's information economy.

1.Introduction
In this information economy age，the correlation between productivity and work time and work efficiency is getting weaker and weaker. Initial technological innovations liberated people from strenuous physical work and created the first indus trial revolution.The current intelligence revolution，however，liberates people from fixed environmental limitations.It is an unorganized revolution advocated by individuality.The change from a direct correlation to an indirect one results in the solidification of the foundation of various off-site activities，which enables activities like off-site office work，off-site trading，and off-site law enforcement.
On the one hand，the application of hit echnology and high intelligence established a secure technological and societal support for off-site activities and off-site trading.
